The freedom of speech is the ability to say whatever you want without legal repercussions and without the fear of bodily harm or death. Hate speech is when you speak out of hate. However they do overlap whether you like it or not. Hate speech is legal. People shouldn't say whatever they want. They should be able to say whatever you want.
To be perfectly honest, hate speech is still exercising freedom of speech and to determine whether or not it should be out there, but we have our rights so we have to teach the press how to behave and we have to teach the people how to behave and then trust them to do the right thing.
